Model financování udržitelného rozvoje obcí

ABSTRAKT    

Příspěvek řeší návrh modelu financování obcí. Konstatuje, že současný způsob přerozdělování financí od státu obcím je neudržitelný. Zejména malé obce nejsou schopny těmito financemi plnit povinnosti, které mají uloženy zákony. Navržený model chce využít souboru vstupních parametrů, které budou odvozeny od standardů. Standardy se budou týkat poskytovaných služeb a vybavení obcí, které potřebují pro výkon své řádné činnosti.

Výstupní veličiny modelu vytvoří relativně objektivní obraz obce. Z toho se pozná jak stávající stav obce, tak její potřeby a potenciál pro udržitelný rozvoj. Z toho vznikne výpočet tzv. existenčního minima obce, které zajistí plnění základních funkcí, uložené obcím zákony.

The Funding Model for Sustainable Development of Municipalities

ABSTRACT    

The conference paper deals with the model design concerning municipal funding. It claims that the current way of redistribution of state-funds to municipalities is unsustainable. Small municipalities, above all, are not able to perform their duties given by law from the available amount of money. The proposed model wants to utilize a set of input parameters which will be derived from standards. The standards will be related to municipal services provided and municipal facilities which are needed for their proper function.

The output quantities of the model will generate a relatively objective picture of the municipality. This will identify both the present condition of the municipality and its requirements and the potential for sustainable development. From this outputs will be computed the so-called “subsistence level of the municipality“, which will ensure the basic municipal functions requested by law.
